Individual open enrollment extended to Jan. 15
The annual open enrollment deadline has been extended to Jan. 15 for coverage effective Feb. 1, 2021. The extension applies to all ConnectiCare individual plans – on and off the exchange.
Eligible individuals who enrolled in a plan for 2021 also have the option to find a new plan. However, if they make a plan change during this extension, they must pay the January bill (premium) for the original plan. The new plan will have a start date of Feb. 1, 2021.
Note on plan changes: Clients looking to change to a SOLO or Exchange Direct plan will need to complete and submit the appropriate paper application. You can email the completed application to solointake@connecticare.com or fax it to 1-860-678-5274. Please call 1-800-723-2986, 8 a.m. to 5 p.m., Monday through Friday, with any questions. The forms are also available in the broker forms section of our website. Changes to Access Health CT plans can be made directly through the Access Health CT broker website.
As a reminder, effective dates are as follows:

Brokers will be compensated for new members enrolled throughout all of 2021 as well as their Jan. 1, 2021 new and renewing members.

Remind your clients: changes in store for Jan. 1, 2021
We gathered some important information for your individual clients to have before Jan. 1, 2021. They’ll receive details on these changes with their new ID cards and January bills.
Individual premium payments are due Jan. 1
We must receive the first month’s premium before we mail member ID cards to new individual (SOLO or through Access Health CT) subscribers. Instructions for paying are on the premium bill and on our website. Renewing subscribers’ January premiums are also due Jan. 1. But renewing subscribers do not have to pay their first month’s premium to get their new ID cards.
New ID cards with new ID numbers
Every ConnectiCare member with an individual plan will receive a new member ID card by Jan. 1, 2021. The new cards will have new, 11-digit member ID numbers that begin with the letter “K.” Letters with re-issued ID cards will include a reminder to destroy old cards after Jan. 1, 2021.
New bank to process premium payments
We are moving our premium payment accounts to JP Morgan Chase. This means, your clients will have a:

The above address is on the payment coupon of the invoice. Note: If clients send their January premium payments to the wrong bank, we will see that payments are applied to the correct accounts.

New payment website available through connecticare.com. For members who prefer to pay online, they can set up new premium payment accounts after they receive their invoices. We will send letters to your clients who arranged automatic payments in 2020 so they can update their information.
Please note, if your clients set up a recurring payment after Dec. 24, the automatic payment will not be pulled until Feb. 1. Clients who want to avoid this in January can make a one-time payment through our website for their January 2021 premium and schedule automatic payments beginning in February.

New billing date for SOLO subscribers. We will mail invoices to SOLO subscribers around the middle of the month. That’s about the same time we send invoices to members with plans sold through Access Health CT.

There are important changes and benefits affecting large-group clients with renewal dates of January through July 1, 2021. Wellness benefits with Fixed Funding Solutions
Eligible members of new and renewing groups can earn up to $100 in rewards for healthy habits with Fixed Funding Solutions plans for groups of 5-99 eligible employees.* These plans are available exclusively through CBIA Health Connections.
The program rewards eligible members for doing one, two, or all three of these activities:

Ways to pay premium bills
Your clients will get their first 2021 Medicare Advantage invoices in the mail around the middle of December. Clients can visit connecticare.com/paypremium for all the ways to pay. They can:

Make a one-time payment as a guest. Clients will need their member ID numbers from their ID cards or premium bills to make guest payments by phone or through the website. Please remind members to include “01” at the end of their member ID if paying by phone. (Note: This suffix is included on the member ID card but is not on the member’s invoice at this time. It must be included to pay over the phone.)

Sign in to the ConnectiCare website to manage payments and schedule one-time or recurring payments with a debit or credit card or bank information.
|
Renewing Medicare Advantage members who set up automatic payments may need to adjust the payment amounts for their 2021 premiums. They can do this as soon as they get their first 2021 invoice.
Medicare enrollees who are new to ConnectiCare can pay their first month’s bill online as a guest or use one of several payment options described on our website’s payments and accounts page.
Please note, Medicare members who are not renewing for 2021 and still owe 2020 premium are responsible for any outstanding premium balance.

CMS extends Tropical Storm Isaias SEP until Dec. 31, 2020
The Centers for Medicare & Medicaid Services (CMS) recently extended a special enrollment period (SEP) for eligible beneficiaries to enroll or disenroll in a Medicare plan. This SEP, created for Tropical Storm Isaias, began on Aug. 4, 2020 and now extends to Dec. 31, 2020.
The purpose of this SEP is to give an eligible beneficiary (someone who was unable to and did not make an election during another valid election period because of an emergency or major disaster) an opportunity to make an enrollment or disenrollment request.
To be eligible for this SEP:

The beneficiary must reside, or have resided at the start of the incident period on Aug. 4, 2020, in an area the Federal Emergency Management Agency (FEMA) declared as an emergency or major disaster and has designated affected counties as being eligible to apply for individual or public level assistance; AND
|
• |
The beneficiary must have had another valid election period at the time of the incident; AND |
• |
The beneficiary must not have made an election during that other valid election period.
|
The SEP is also available to those individuals who don’t live in the affected areas but rely on help making health care decisions from friends or family members who live in the affected areas.
The purpose of this SEP is to give an eligible beneficiary another election period to use if they missed their IEP for Part D, ICEP, or any other SEP, as defined by CMS.

Activate your DocuSign account
All Medicare-certified agents received an email to activate their DocuSign account. Search your inbox for “Account Activation” and follow the instructions in the email. Contact your broker manager if you can’t find the email or accidentally deleted it.

We are updating the online provider directory – “Find a doctor” – for the 2021 plan year. As we make these updates, please reach out to your broker manager or broker services if you need to confirm network participation for a specific provider.

ConnectiCare in the community
ConnectiCare was proud to sponsor two holiday toy drives this year. The MetroHartford Alliance HYPE’s Tons of Toys event collected 2,170 toys for the Greater Hartford YMCA. El Show de Analeh hosted a drive-thru toy drive in Hartford, collected toys to benefit Catholic Charities, Hartford; Urban Community Alliance, New Haven; The Salvation Army, New London; New North Citizens Council, Springfield; and Outpatient Psychiatric Clinic for Children (OPC)/NAFE, Willimantic.
We also recently sent additional contributions to Foodshare and Connecticut Food Bank. In 2020, we donated over $215,000 to support food security around the state.
Laurie Blier, director of ConnectiCare Center operations, appeared on WFSB’s Better Connecticut to talk about open enrollment and how ConnectiCare Centers can help individuals select and enroll in a health plan.
